It just occured to me

That #14 could easily be Vexen's daughter. He somehow knew that he'd be killed and knew that she would avenge him. It'd be more interesting than her ending up being a friend of Axel/Roxas, that's for sure, and it'd be something Axel wouldn't have anticipated. It would explain the Org's reactions to her too.
